NEWS RELEASE INVESTIGATION BY HPD, STATE DEP, AND CITY OF HARTFORD DPW AND L&I RESULTS IN COURT SUMMONS OF HADDAM MAN FOR ILLEGAL DUMPING IN CITY. (Hartford) - On Friday, February 20, 2004, at approximately 3:20 p.m., Hartford Police Office Joseph Fargnoli, Jr., responded to a report of an illegal dumping incident at 31 Atlantic Street, Hartford. The complaint was the result of an investigation by the State Department of Environmental Protection, in cooperation with the City of Hartford's Department of Public Works and Licenses and Inspections. At the illegal dumping site, 31 Atlantic Street, state and local investigators identified household garbage, tires, wood, broken sheet rock, paint cans, refrigerators, automobile bumpers, nails and sheet rock screws. Investigators, rummaging through the debris, obtained the name of the owner, James Downey, DOB 10-29-39, of 207 Middle Haddam Road, Haddam, Connecticut. A meeting was arranged by investigators at the illegal dumping site with Downey. Officer Fargnoli was then presented Downey with a summons to appear in Superior Court on Tuesday, February 24, 2004 to answer the charges of Depositing of Harmful Substance and Depositing of Waste. In commenting on the results of the joint Hartford Police, State DEP, and
City Public Works and Licenses and Inspections Departments investigation,
Jacquelyn Parnell, State DEP Case Investigator, stated, "The Department of
Environmental Protection, with the continued support of the Hartford Police
Department and the City's DPW and L & I Departments, will not tolerate
illegal dumping in the City. We will enforce the laws with respect to
this illegal activity that so dramatically impacts the quality of life in
