COMMUNITY PARTNERSHIP RESULTS IN CAPTURE OF FUGITIVE WILLIAM GOOD

(Hartford) - Based on information from one of an HPD Officer's Community Partners, On Saturday, March 13, 2004, members of the Hartford Police Department's North District Community Response Division captured William Good, DOB 7/17/60, last known address (LKA) 221 Sisson Avenue, Apt. 409, Hartford, wanted by police in connection with a February 28, 2004, Kidnapping and Armed Robbery.  See wanted poster of William Good.

On March 4, 2004, Hartford Police obtained an arrest warrant for Good and issued a wanted poster distributed throughout the community, which contained a mug shot and description of Good, his last know address, a caution to the public that Good should be considered armed and dangerous.

On early Saturday morning, March 13, 2004, Good was spotted in the Farmington Avenue area of the city by a "Community Partner" of HPD Officer Noelia Resto of the North District Community Response Division (CRD.)  Officer Resto, along with Detective Reggie Allen, assisting Officer Resto despite being off-duty and en-route to the St. Patrick's Day Parade, responded to the area based on the Community Partner's tip, and apprehended Good without incident.  Good's bond was set at $350,000 in the HPD arrest warrant, and was scheduled for arraignment in Hartford Superior Court on Monday, March 15, 2004. 

In commenting on Good's arrest, Sergeant Garth Perri, North CRD Supervisor, stated, "This incident is an excellent example of the value "Community Partners" have to our policing efforts.  Because of the partnership between Officer Resto and her Community Partner our city has one less violent person on the streets."  

"The apprehension of Good, a dangerous fugitive, based on information from one of Officer Resto's Community Partners, is the kind of excellent work that can be accomplished when the community and police department collaborate.  I applaud the actions of Officer Resto, her Community Partner, and Detective Allen for their swift action.  This is where police and community partnerships pay off, resulting in safer neighborhoods for us all," stated HPD Acting Chief Mark Pawlina. 

On January 22,  2004, in keeping with Hartford Mayor Eddie Perez' desire for closer ties with the community and implementation of effective community policing techniques,  Acting Hartford Chief of Police Mark Pawlina created a Community Partnership Program for the Hartford Police Department.  Chief Pawlina's goal was to "increase the level of partnership between the police department and the citizens of Hartford to improve our ability to identify and solve problems in our neighborhoods," stated Chief Pawlina in January. 

Under the Community Partnership Plan, HPD Officers from the Patrol Division and Community Response Division are required to establish at least five (5) partners from their assigned patrol areas.  Officers were required to complete their recruitment of partners and forward community partnership names to their supervisors by February 25, 2004.  All Officers met that date for establishing their communitypartners.
