NEWS RELEASE RETIRED HARTFORD POLICE OFFICER ARRESTED (Hartford) - After a year long investigation by the Hartford Police Major Crimes Division's Fraud Unit into allegations of misappropriation of funds within the Patrolmen's Benevolent Association of Hartford a warrant was submitted to the State's Attorney's Office charging Phillip Laffin, age 43, a retired Hartford Police Officer, with Larceny in the First Degree. An arrest warrant was issued and Mr. Laffin, turned himself into to Major Crimes Detectives on September 23, 2004 at approximately 2 P.M. and was arrested. Mr. Laffin was booked and subsequently released on a Written Promise to Appear with a scheduled court date of October 6, 2004. Assistant Chief of Police Mark R. Pawlina oversaw this investigation. Chief Patrick J. Harnett stated "Assistant Chief Pawlina would not let this matter fall by the wayside. Chief Pawlina ensured that the integrity of the Hartford Police Department was upheld by seeing this investigation was brought to its conclusion.
