NEWS RELEASE Hartford Police Apprehend Fugitive Ricardo Reyes, AKA "The Ruler". (Hartford) - On Tuesday, May 11, 2004, at approximately 11:20 p.m., Hartford Police Vice and Narcotics Detectives were conducting an investigation into narcotics activity in the Frog Hollow section of the city when they were able to obtain pertinent information as to the whereabouts of Ricardo Reyes, a wanted fugitive from justice with several outstanding warrants on file. Reyes had been identified as a "most wanted" fugitive under the Hartford Project Safe Neighborhoods program. As a result of the investigation, Reyes was located, however then fled police in an attempt to avoid capture. Reyes was eventually captured fleeing on foot, as his vehicle had become disabled. Reyes, of 266 South Marshall Street, was arraigned in State Superior Court this morning with a bond of $825,000, is charged with: Reckless Driving (2) counts; Engaging Police in Pursuit; Interfering with Police; Reckless Endangerment in the First Degree; Criminal Impersonation; Operating under Suspension; Failure to Appear in the First Degree (4) counts; Failure to Appear in the Second Degree (4) counts; Violation of Probation; Threatening, Larceny in the Third Degree; Criminal Trover in the First Degree; Possession of a Controlled Substance; Possession of a Controlled Substance Within 1,500 feet of a School; Possession of Narcotics; Sale of Narcotics; and Tampering with a Motor Vehicle.
