HPD ACTING CHIEF PAWLINA CONTINUES IMPLEMENTATION OF ORGANIZATION WIDE COMMUNITY POLICING.

(Hartford) - In continuing efforts to establish an organization wide commitment to community policing and the establishment of meaningful partnership between all members of the Hartford Police force and city residents and businesses, Acting Hartford Chief Mark Pawlina today announced that he has directed all senior administrative personnel, to include Assistant Chiefs and Captains to dedicate not less than two (2) hours per week on patrol of city streets. 

In make this announcement and issuing this directive, Chief Pawlina stated, "It is my expectation that Assistant Chiefs and Captains will make the best use of this time in the field by developing stronger connections with residents and businesses, and with Patrol, Beat, and Community Response Division officers as well, thereby reinforcing our commitment from the top to the establishment of  meaningful community policing in the city of Hartford."

On January 20, 2004, Chief Pawlina announced his "Hartford Police Community Partnership Plan", whereby officers from the Patrol and Community Response Divisions will be required to establish at least five (5) partners from their assigned patrol area.  "This is nothing new," stated Chief Pawlina. "This concept is all about the old time beat officer, who knew everyone in the neighborhood, and everyone knew the officer.  As a result, crimes were solved and prevented."

"We are setting an example from the top down, that we are serious about community policing in Hartford," concluded Pawlina.
