FOUR ARRESTED BY HARTFORD POLICE
IN CONNECTION WITH AFFLECK STREET HOMICIDE


(Hartford) - Detectives of the HPD's Major Crimes Division have arrested four individuals who face charges in connection with the July 19th, 2008, homicide of Johan Rosa, 3/10/1980, of New Britain.  Officers located Rosa, who was unresponsive at the time, near the rear door of a first floor apartment at 195 Affleck Street at approximately 4:45 a.m.  He was transported to Hartford Hospital where he was pronounced deceased at 5:34 a.m.

Taken into custody on July 29, 2008, and charged with murder, carrying a pistol without a permit, and unlawful discharge of a gun, is Carlos Vega, AKA Jose Torres, DOB 10/3/1988, of 1911 Broad Street, Hartford.  Vega, described as an Hispanic male, 5'10", 165 lbs, remains in custody on $2 million bond.

Also taken into custody on July 29th, 2008, and charged with murder, conspiracy to commit murder, carrying a pistol without a permit and criminal possession of a pistol, was Jose Felix, DOB 9/20/1988, of 336 Jefferson Street, Hartford.  Felix, described as an Hispanic male, 5' 6", 150 lbs, remain in custody on $1.5 million bond.

A 16 year old juvenile, of Hartford, was also taken into custody on July 29th and charged with murder and carrying a pistol without a permit.   He remains in custody on $1.5 million bond.

On August 2nd, 2008, Hartford Police charged Luis Franceschi, DOB 6/3/1983, of 315 Zion Street, Hartford,   described as an Hispanic male, 5'11', 220 lbs, with carrying a pistol without a permit and criminal possession of a firearm in connection with the incident.  Franceschi remains in custody on $500,000.

In commenting on the arrests, Hartford Police Chief Daryl K. Roberts, said, "I am pleased with the quick turnaround of this investigation.  It should send a strong message to those violent, reckless individuals who resort to gun violence to resolve their disputes, that they will be brought to justice and held accountable for their actions."
