Hartford Police Department Twenty Year Old Found in Street Dies. (Hartford) – At approximately 5:58 a.m., the Hartford Police Department Patrol Division, during morning patrol, found a man lying in the street near the intersection of Market and Morgan Streets, Hartford. The person appeared to have serious injuries and was transported to St. Francis Hospital, where he was pronounced dead a short time later. The deceased, Mr. Gary Kowaleski, age 20, was from Plainville, Connecticut. “The Hartford Guides patrol the Morgan Street Garage, owned and operated by the Hartford Parking Authority, hourly from 11:00 p.m. to 5:00 a.m.,” stated Mr. Carey Redd, of the HPA. “The Hartford Guides security detail finished its final evening security and surveillance round at 5:30 a.m. with nothing unusual reported.
